EFSEC reschedules vote on Horse Heaven wind and solar project

The Energy Facility Site Evaluation Council has rescheduled its vote on the Horse Heaven wind and solar project for 3:30 p.m. Sept. 13.

The council was set to vote Wednesday, but canceled the meeting because not all seven members were able to attend, an EFSEC spokesman said. It was the second time EFSEC postponed a vote because of an absent member.

EFSEC will meet virtually. The meeting is scheduled to be shown at tvw.org.

Scout Clean Energy, based in Boulder, Colo., proposes to place more than 200 turbines and cover more than 5,000 acres with solar panels on farmland near the Tri-Cities in southeast Washington.

It would be Washington’s largest renewable energy project. The project faces local opposition over its impact to views, wildlife and Yakama Nation tribal culture.

EFSEC last spring recommended Gov. Jay Inslee permit the project, but with restrictions that would have eliminated some turbines.

Scout complained the recommendation gutted the project and if accepted by Inslee would tarnish the governor’s political legacy and call into question Washington’s commitment to fighting climate change.

Inslee ordered EFSEC to come up with a new recommendation more in line with Scout’s proposal.

Based on EFSEC directions, the council’s planners have drawn up a new recommendation that potentially restores the turbines. Scout CEO Michael Rucker has stated the company needs more certainty.

In a letter addressed to EFSEC, Rucker said Inslee “must” override EFSEC if needed. The governor’s office has said the governor can accept or reject EFSEC’s recommendation, but can’t revise it.
